A boostable POW15 gun is pretty decent, even without the lightning generator. With a shift towards warjacks and a need to keep them in the game for longer thanks to SR2017, having lightning generator clear out mechaniks is a nice benefit.
(Or just run a firefly in for some sweet POW17 pain)
I'm not a huge fan of the aesthetic of the Strider, so I'll give it a miss for now. But you're getting it for the same price as a Stormclad. That seems legit.

I can see it going with Dynamo in particular to absolutely ensure that jack-breaker cannon hits, and pow15 cannons before lightning force buffs isn't bad. Add more reliable power tokens and they are close to the stormwall version of a defensers heavy barrel, but more accurate and with lightning generator and crit disruption.
It is more anti-infantry/hidey supportd outside its support role though.
Still, as someone who was trying to take it before? Totally fine with the upgrades.

I really really wish it had a way to gain tokens before turn 2. Attaching the token generation to aiming feels really awkward. I hope it works better in practice than it sounds on paper. All this being said, I'm excited to try it out. The increased HP will certainly help a lot towards it getting its points back.

I must admit I find the conduction rule... amusing. I guess you could try and repeatedly short jacks out in this meta?

It looks like BEs can benefit from Refuge, so it might be a fairly self-sufficient mobile piece with Darius or Sloan.

The new rules are wonky and hopefully there will be a change with CID. I think we were all hoping for Stormsmiths giving it tokens but whatever. The new triangulation rules for it are good. And with more reliable power tokens I think there are very good reasons to take it over a defender. Obviously the defender/avenger have their own benefits; it's not strictly better or strictly worse. I'm looking forward to testing it out.

I made the suggestion in the CiD forums to change the power token generation to "Whenever this model is hit by an attack with Damage Type: Electicity it gains 1 power token". That rule would give Stormsmiths something to do, since they can't reliably kill anything anymore. I could also see having a Strider that is hanging out of range of anything worth shooting charging up another, or Storm Towers being useful for late-game power tokens. It would give tactical options to a lot of models.

The bump up in the number of boxes is nice and the ability to (situationally) generate tokens itself is also a welcome change but I will miss kinetic accumulator and having to aim to be able to generate tokens is a bit clunky as it means you cannot do it whilst engaged. I would have hoped to see kinetic accumulator stay instead of repulsor field. It's still a very respectable gun platform able to dent armour and cull infantry with some specialised but useful support abilities. Conductor is a nice and quite obvious addition that I welcome.
So overall it's a nice starting point but I definitely see some room for improvement.

A fine distinction, but in this case possibly very important.

Page 30 of the rulebook;
"The model does not advance, not even to change its facing; then its Normal Movement ends. For the rest of the model’s activation, it receives a +2 bonus to every ranged attack roll it makes. A model in melee (p. 43) cannot use its Normal Movement to aim."
The build up power rule says "If this model uses its normal movement to aim..." so it seems fairly clear to me that the Storm strider cannot generate tokens whilst engaged or engaging.
